Most cooperatives are collecting either too little data or the wrong format.
A practical minimum standard for plot-level EUDR compliance.
For a cooperative aggregating cocoa or coffee from several hundred smallholders, the EUDR’s geolocation requirement is the single biggest operational burden in the regulation and also the one most cooperatives approach with either too little rigor or far more expense than necessary.
The actual requirement, stated precisely.
For any plot of 4 hectares or larger, the regulation requires a polygon (the outline of the plot). For plots under 4 hectares the overwhelming majority of smallholder cocoa and coffee farms in Cameroon a single latitude/longitude point is sufficient. This matters: cooperatives sometimes over-engineer a full polygon-mapping exercise for farms that only need a point, at several times the cost and time.
What “sufficient” means in practice.
A GPS point captured with a standard smartphone (accuracy of a few metres) is adequate this does not require survey-grade equipment. What it does require is that the point is captured on the actual plot, attributed to a specific, identifiable farmer, and stored in a format (typically GeoJSON or a compatible spreadsheet of decimal-degree coordinates) that can be attached to that farmer’s produce through the buying record.
The three failure modes we see most often.
- One point per collection centre, not per farm. This is the most common shortcut and the one that fails verification outright the coordinate has to represent the production plot, not the place farmers deliver to.
- Coordinates collected once, never linked to subsequent harvests. A one-time mapping exercise is a start, not a finished system. New members, replanted plots, and boundary disputes need an update process, not a static register.
- No chain-of-custody between the plot coordinate and the specific bag or lot at the buying station. This is the harder problem and the one worth investing in early: a simple lot-numbering system tying each delivery to a farmer ID, which in turn ties to a mapped plot, is what makes the geolocation data usable at the point a DDS actually needs to be filed.
A realistic build sequence for a cooperative starting from zero.
Register every member and assign a unique ID; capture one GPS point per plot under 4 hectares (a field agent with a basic smartphone app can process dozens of farms a day); build a simple digital or paper-to-digital record linking farmer ID to delivery weight and date; and only then formalise the export-facing traceability file your buyer’s DDS process will actually query. Don’t build the export-facing system before the underlying farm data exists that’s the most common source of wasted spend we see.
